I hold a Master of Law and am a leading specialist in Environmental Law, MRV, carbon markets and climate change. I have carried out many MRV and capacity building projects for the European Commission, national and regional public authorities, the World bank and EuropeAid. A sample of my work includes implementing and assessing EU and international legislation; supporting the European Commission in drafting the EU ETS Monitoring & Reporting Regulation (Commission Regulation EU 601/2012) and the Accreditation & Verification Regulation (Commission Regulation EU 600/2012) as well as developing the suite of guidance documents, templates and frequently asked questions to the EU ETS AVR (published on the COM website). I provided training and workshops on MRV in the European Union, Serbia, Turkey and China, developed MRV training material and organised large Compliance MRV conferences for the European Commission involving various stakeholders.
Capacity building is crucial to create a more level playing field between countries and to facilitate implementation of MRV requirements. This enables countries to take more effective and stronger climate change action. In projects carried out for the European Commission, EuropeAid and the World bank in various countries, I learnt the importance of capacity building and I am therefore passionate about contributing to the objectives of the coalition.
Machtelt has gained in-depth knowledge of the IPCC guidelines through several MRVA projects, including legal impact assessment and implementation projects.
