I have been recently engaged with MRV activities in Brasil, Paraguay, Peru, and several Annex I countries through the UNFCCC review process. Since 2005 I have been involved in reviewing national GHG inventories and national communications for the UNFCCC. I have also been involved in helping the Brazilian government to develop and implement a national MRV system. I have also participated in several capacity building initiatives, particularly with UNITAR.

Sharing knowledge and experiences is one of the best ways to connect people and to help building low carbon development strategies. The Paris Agreement has created great opportunities for transparency and capacity-building, and capacity-building is needed to make it real.

Marcelo is an author on the IPCC Guidelines (2013 Revised Supplementary Methods and Good Practice Guidance Arising from the Kyoto Protocol), a lead reviewer for the UNFCCC, and has been nominated to the UNFCCC Roster of Experts.
